While the Grand Council of House Hlaalu fled to their capital at Tear to discuss how to combat the threat, two other Great Houses rose to the challenge. With the Imperial Legion crippled and House Hlaalu paralyzed, Imperial power in Morrowind was hamstrung.

House Hlaalu's most skilled agents could not kill the hordes of Daedra pouring forth from the Oblivion Gates, and their guards were forced to defend their cities.

Though coins can do much, they could not slay Daedra. The Dunmer people panicked, and turned to House Hlaalu, believing that their riches could somehow slay the Daedra. Within the first few weeks of the Oblivion Crisis, the Imperial garrisons at Fort Moonmoth, Fort Buckmoth, and Fort Darius were in ruins. Similar to Mehrunes Dagon's previous attempts to conquer Tamriel, his armies of Daedra attacked Imperial interests in the province first, including the Imperial Legion, and the Tribunal Temple second. However, then the Oblivion Crisis occurred. The Tribunal's death, the rise of House Hlaalu, and the expansion of the Imperial Cult were all signs of the Empire's success in taming the exotic province. In the years directly before the devastating Oblivion Crisis, Morrowind was stable and economically productive, and the Empire's policies of westernization were succeeding on a large scale throughout the province. With the collapse of the old-fashioned theocracy after the deaths of the Tribunal at the hands of the Nerevarine, a fact that has still not been made public to either the people of Morrowind or the rest of Tamriel, and House Hlaalu and the Imperial Cult's largely successful attempt to bring the torch of western thought and culture to the east, Morrowind looked to be becoming a model Imperial province.
